Everybody has seen the painted trains. Almost nobody has seen where they were painted.

Not the yards — those were fenced, lit and staffed. A layup is non-revenue track where trains sit idle between rush hours: no perimeter, no gate, nothing to cut. The Transit Authority counted twenty-five yards and forty-five layups. The sites that outnumbered the others almost two to one were the ones that couldn't be closed.
