It's a compliment about judgment, not about money.

You can have an expensive fit that isn't one. For ten years a shop on 125th Street ran on exactly that idea, open at hours the department stores weren't, making luxury clothing the luxury houses never made — for customers who could afford Fifth Avenue and still weren't wanted there. It was shut down in 1992. In 2017 the industry copied it.
