Lindsay's first war on graffiti in 1972. A $10 million eradication programme in 1974. Koch's $1.5 million in razor wire and guard dogs at the yards in 1981 — writers fed the dogs and cut the fences. The white fleet in 1981, on the theory that nobody would mark something pristine; by 1983 the whole Flushing Line was white and covered.\u003c\/p\u003e\n\u003cp dir=\"ltr\"\u003eThen in 1984 \u003cstrong\u003eDavid Gunn\u003c\/strong\u003e stopped trying to catch writers and stopped trying to defend the trains. The whole point of a subway piece was distribution. Gunn didn't stop anyone painting.
